The Project. Creation of a Residential Very High Density (RVHD) Overlay District in order to accommodate the City’s Regional Housing Needs Allocation (RHNA) for the 2014-2019 Housing Element planning period as required by State law.
The Result. The RVHD Overlay District is designed to ‘overlay’ the R-3 Zoning District, tailoring height, setback, landscaping, lot coverage, floor area, parking, and amenity standards to enable well-designed very high density residential development consistent with the Housing Element.
